Age 21
They aren't as scandalous as other dresses could be, but they are very revealing and I've never seen a girl wear one and not spend all night pulling it up.
Age 35-39
There are some very, very few exceptions, but most designs nowadays in the strapless category are immodest. The ones that have been modest usually involve a shawl or some other type of covering over the shoulders.
Age 16
Definitely, strapless dresses bring way too much attention to the shoulders and the bust.
Age 14
They are too revealing, whether you can see cleavage or not.
Age 23
They make you look half-naked and then they look like they could fall off, which makes it worse.
